On 2 April 2026, the Court of Auditors published a report on the Framework Law on Mobility (of 24 December 2019, No. 2019-1428) entitled \u2018Improved transport provision, a financial framework in need of renewal, and cooperation to be strengthened\u2019.<\/p>\n\n\n\n
The Court of Auditors explains that the LOM has changed the organization of transport and set in motion a \u2018positive dynamic\u2019. Nevertheless, this far-reaching reform, which dates back to 2019, appears to remain incomplete to date.<\/p>\n\n\n\n
The Court of Auditors analyses the progress still to be made and the measures to be taken to ensure the full implementation of the LOM and its benefits for users and organising authorities.<\/p>\n\n\n\n
The Court of Auditors\u2019 findings are as follows.<\/p>\n\n\n\n
Continuing with the new governance framework<\/strong><\/p>\n\n\n\n The Court of Auditors notes the insufficient roll-out of planning tools, particularly those promoting multimodal transport provision.<\/p>\n\n\n\n Rising expenditure could lead to a financial imbalance, requiring priority to be given to everyday transport.<\/p>\n\n\n\n The Court of Auditors unfortunately notes that the funding mobilized (local authority budgets, central government investment) will not be sufficient to meet mobility needs.<\/p>\n\n\n\n The Court concludes that \u2018In the coming years, achieving a financial balance between needs and resources will therefore require prioritizing expenditure on network maintenance and the targeted development of everyday transport, at the expense of major new transport infrastructure projects\u2019.<\/p>\n\n\n\n A diversification of mobility services needs to be reinforced to combat the isolation of regions within a constrained financial framework<\/p>\n\n\n\n Regarding SERMs, the LOM enabled their launch but their specific content is not defined, and the question of their funding and governance remains unresolved.<\/p>\n\n\n\n The Court of Auditors notes a growth in alternative mobility options to conventional solutions: on-demand transport services (TAD), carpooling and carsharing.
